The Bulgarian Parliament is to hold its first plenary sitting on Wednesday after the Easter recess, which lasted for twelve days.

The priorities of the third political season third of the 43^rd National Assembly, will be bills on key reforms promised by the government, daily Dnevnik reports.

The parliamentary Education Committee will discuss on Wednesday at second reading the new legislation on the pre-school and school education, which should be adopted by the end of July.

Among the priorities is also the package of bills on the special services – the new legislation on military and civil intelligence, the National Service for Protection (NSO) as well as the general law on the national security system.

The four bills were tabled in March and their discussion at first reading in a plenary sitting is expected soon.

The judicial reform will remain a priority in this parliamentary session, especially after Prime Minister Boyko Borisov spoke of constitutional amendments last week.

The government set out to hold consultations with all parties in search of consensus for the constitutional amendments before the summer recess of parliament.

These consultations are expected to start this week, but it remains unclear whether the cabinet will continue discussing the reforms in the judiciary proposed by Justice Minister Hristo Ivanov.

The MPs will also have to decide on the model of health insurance proposed by Health Minister Petar Moskov.

The model, which was adopted at first reading in March, foresees the division of healthcare services into two packages – basic and additional.

Any amendments to the Election Code, such as the introduction of compulsory voting or lowering the validity threshold of referenda, have to be adopted before the summer recess as the electoral campaign for the forthcoming autumn local elections will begin in September.

It is expected that the parliamentary groups will announce their priorities at the beginning of the plenary sitting on Wednesday.

The first topic on the parliamentary agenda on Wednesday is the amendment to the Investment Promotion Act.
