Bulgarian Deputy Prime Minister Tomislav Donchev has said that he expects all EU operational programs included in the 2014-2020 programming period to be launched by mid-2015.

Reporting the achievements during the first 100 days in office of the government, Donchev noted that reforms in key sectors had taken shape, despite the fact that the ministers had faced obstructions due to the crises in the spheres of international relations, energy, and climate change, as well as errors caused by “human stupidity.”

Donchev, as cited by econ.bg, admitted that the government could have been faster and more decisive in its response to certain situations.

“Instead of working for development over the past 100 days, we often ended up rescuing entire sectors such as energy, the pension system, and EU funds,” he declared.

Donchev drew attention to the progress registered in the planned reforms in the sectors of healthcare, administration, and justice.

He suggested that the major challenge for the Bulgarian government was striking the right balance between ensuring stability and launching crucial reforms.

Donchev reasoned that the government had rather opted for maintaining stability because it was stability that could guarantee the implementation of essential reforms.

Bulgaria’s Deputy Prime Minister told journalists that investments in heavy infrastructure had been restored and went on to boast about the launch of the home energy retrofit program and the reduction of EU funds losses to EUR 27 M at the end of 2014.
