European Commission OKs 39 New Operational Programs, None of Them Bulgarian

The European Commission (EC) has approved 39 operational programs for the 2014-2020 programming period but none of them is Bulgarian.

According to information published on the website of the EC, around 535 operational programs in total are expected for the “European Structural and Investment Funds” (ESIF).

The new deadline for submitting the programs is November 24, 2014, the overall aim being to adopt all programs by the summer of 2015.

According to the new rules, OPs should be submitted by Member States at the latest 3 months following the submission of the Partnership Agreement.

The Commission makes observations within 3 months and adopts the OP no later than 6 months from the date of its submission, provided that the Member State has adequately taken into account the Commission observations.

The European Commission has now adopted Partnership Agreements with all 28 Member States, outlining their investment plans for European Structural and Investment Funds for the 2014-2020 programming period.

The first Partnership Agreement to be adopted was with Denmark on 5 May 2014. The last one was adopted on 18 November 2014, with Ireland.

Bulgaria was the 12th EU Member State to finalize the PA.

On the basis of the PA with the European Commission, Bulgaria expects to access funding of nearly EUR 16 B by 2020, according to reports of the BGNES news agency.

Bulgaria’s PA, which was prepared by the socialist-led government of Prime Minister Plamen Oresharski, was officially approved on August 7, 2014.

Over the next few weeks, Bulgaria only has a chance of getting the Human Resources Development OP 2014-2020 approved.

This week, Bulgaria’s government approved operational program Transport and Transport Infrastructure 2014-2020 in a version similar to the one prepared by the Oresharski government and sent it to Brussels.

Two other operational programs were sent to the EC a few days ago, including Regions in Growth 2014-2020 and Innovations and Competitiveness 2014-2020.

The final versions of operational programs Environment and Science and Education for Smart Growth and Good Governance are not ready yet.

Three EU Member States, including Denmark, Lithuania, and Latvia have a full package of newly adopted operational programs, while Germany has been given the green light for 6 operational programs, France for 8, Slovenia for 3, and the Netherlands for one.
