Bulgaria: Bulgaria Govt Coaltion Targets Unfreezing of Blocked EU Funding

Recovering the European Commission’s trust and resumption of blocked EU payments are key elements of the governance programme of the GERB-led coalition government that is going to take office on Friday.

The European Commission has blocked payments to Bulgaria under several operational programmes since 2013 over suspected procurement flaws and mismanagement of funds.

To recover the Commission’s trust, the coalition plans to ensure efficient and transparent allocation and absorption of EU finds over the new programme period 2014-2020 by adopting new legislation that will codify the role of state bodies in charge of management and control of EU funds within the broader system for control of public finances. The new legislation is expected to ensure increased protection of the rights of the beneficiaries of EU funds.

Simplification of often cumbersome procedures and regulations for application, approval and progress reporting under EU funding programmes is also on the government coalition’s agenda.
