The Ukrainian government has confirmed that thousands of Russian soldiers are withdrawing from the Russian territories bordering Ukraine.

Kiev has nevertheless warned Moscow is still allowing fighters to enter Ukraine and joint pro-Russian rebels who control parts of the Donbass region, the website Lenta.ru reports.

Last week Russian President Vladimir Putin ordered over 17 000 Russian soldiers to end their summer drills in the Rostov region.

It is not yet clear whether any additional troops will remain stationed there.

Putin's move came days before an expected meeting with Ukrainian President Petro Poroshenko in Italy's Milan.

The two will explore options toward a genuine peace in the Donbass.
