Pro-Russian rebels in the self-proclaimed "Donetsk People's Republic" have downplayed the announcement of Ukrainian President Petro Poroshenko of a Donbass ceasefire.

"[President] Poroshenko does not control the punitive battalions... they do not obey his decisions," Russian agency RIA quoted Vladislav Brig, who heads the international information service of the "Republic"'s Defense Ministry, as saying.

Brig has added he does not know of any agreements with the "People's Republic" on a prospective ceasefire.

In his words, rebels' arms will not be laid down until "punitive" forces are located in the Donbass.
