A "Crimea scenario" is being played out by Russia in Eastern Ukraine, according to interim Ukrainian President Oleksandr Turchynov.

He also accused Russia for the unrest which was renewed in Ukraine over the past hours.

At an emergency security meeting on Monday, Turchynov said that Russia was starting "a second wave of special operation against Ukraine", as he was quoted by the KyivPost.

He declared that "separatist groupings", which stormed government buildings in Kharkiv and Luhansk and proclaimed the independence of a so-called Donetsk People's Republic earlier on Monday, were "coordinated by Russian secret services".

Turchynov reminded those events were unfolding "on the background of the presence of Russian troops" close to Ukraine's border.

Ukraine's President announced that an Anti-Crisis headquarters had been created on Sunday to conduct anti-terrorist operations.

In an effort to ease tensions and coordinate the activity of law enforcement, Interior Minister Arsen Avakov was sent to Kharkiv, First Deputy Prime Minister Vitaliy Yarema to Donetsk and National Security and Defense Council Secretary Andriy Parubiy to Luhansk, Turchynov added.

The Verkhovna Rada, Ukraine's Parliament, is also to look into ways of increasing criminal responsibility for separatism and other crimes against the state on Tuesday.

Turchynov asserted that the use of arms against the state "carries a direct threat to the security and life" of citizens and therefore "has nothing to do with politics".

Earlier it was reported that some of the pro-Russian activists had seized state-controlled weapons in Luhansk after taking over the city's security service headquarters.
