Bulgarian right-wing formation The Reformist Bloc has vowed to conduct an operation against high-level corruption titled "Clean Hands."
Representatives of the formation presented Sunday proposals for reforms in the spheres of home affairs and judiciary, according to reports of Darik radio.
The program envisages a radical reform in the judiciary aimed at curbing corruption and guaranteeing an efficient prosecuting authority and fair and impartial courts working in the public interest.
The reforms are aimed at intercepting the undue intervention of politicians in the judiciary as well as at preventing judicial appointments influenced by lobbying.
Among the measures proposed by the right-wingers are preliminary inspections of the property and financial assets and dependence factors of the candidates applying for posts in the judiciary or police, periodic attestation of the work of judges, prosecutors and police officers, career growth based on results, assessments of risk of dependence, etc.
They also insist that the President should appoint the Chief Prosecutor at the proposal of Parliament, and in the case of a refusal of the President to do this, the decision can be overridden by a 2/3 majority of MPs.
Bulgaria's Chief Prosecutor is currently appointed by the Supreme Judicial Council (VSS) and the Presidents signs a decree for the appointment.
The program also envisages separating courts and prosecutor's offices into different systems and ensuring pronounced civic participation in the management of the judiciary.
They also propose establishing a Supreme Council of Prosecutors tasked with oversight of prosecutors, so that the existing VSS is only in charge of judges, not prosecutors and investigating magistrates.
As regards the Interior Ministry, the right-wingers propose focusing on reforming the work of police officers and investigating magistrates.
