Wednesday's sitting of Bulgaria's Parliament started after a total of 163 MPs registered for voting, enough to secure a quorum.
MPs are to vote on the first no-confidence vote against the socialist-led coalition government of Prime Minister Plamen Oresharski after a number of cancelled sittings over the lack of a quorum.
The no-confidence motion initiated by center-right party GERB (Citizens for European Development of Bulgaria) is based on the failed investment planning policy of the government.
Asked to specify what GERB would do on Wednesday, GERB leader and former Prime Minister Boyko Borisov noted that they would work responsibly, as usual.
Prior to the sitting, Borisov noted that GERB MPs would register for voting as long as there was a quorum.
He was adamant that GERB would take part in the debate on the requested resignation of Parliament Speaker Mihail Mikov.
GERB requested the dismissal of Mikov on September 26 due to an alleged grievous breach of the Parliament's rules of procedure.
On Thursday last week, after GERB MPs refused to register for voting for a second day in a row, thereby blocking a parliament sitting on the no-confidence vote they had initiated.
Mikov, however, took advantage of a procedural trick, he did not demand electronic registration, and the quaestors counted enough MPs in attendance, after which the sitting was launched.
GERB MPs responded to the measure by leaving the plenary hall, vowing to refer the breach of the Parliament's rules of procedure to the Constitutional Court and to demand the resignation of the Parliament Speaker, and initiating a second no-confidence vote on the same basis – the failed investment planning policy of the government.
During the debates on the no-confidence vote, Prime Minister Plamen Oresharski refuted the motives behind the step as "unfounded, imprecise and hypothetical". He insisted that GERB had leveled accusations at the newly established Investment Planning Ministry which had not even had the chance to make mistakes.
