The opposition GERB party had already submitted one no-confidence vote last Wednesday, but a lack of Parliament quorum meant that the debates could not go through.
Later on Friday, MPs were scheduled to vote on a motion for the dismissal of Parliament Speaker Mihail Mikov, but once again only 111 of Bulgaria's 240 MPs were registered.
GERB, who were present in Parliament did not register for the vote, together with nationalists Ataka, who were on a working trip to Brussels.
The leader of the Bulgarian Socialist Party, Sergey Stanishev, revealed that GERB are not entitled to submitting another no-confidence vote on the same topic, the government's investment planning. They can do this only six months after the first vote, which failed last week.
