Only 40% of a total of 3.4 million Bulgarians who must make health insurance contributions pay their dues, according to the National Revenue Agency, NRA.
The NRA data has been cited by Dr. Stoycho Kazarov, from the Center for Protection of Healthcare Rights, speaking for the Bulgarian Pressa (Press) daily.
According to him, by June 2013, over 2 million Bulgarians have lost their health insurance rights meaning they can no longer access free healthcare, compared to 1.2 million at the beginning of 2010, and 1.9 million only one year later – the beginning of 2011.
About 3.9 million Bulgarians receive health insurance from the State budget and do not make contributions – retired people, children under 18, college students, State servants, and people on welfare.
3.4 million must pay health insurance contributions and of them 2 million don't do so, meaning that 28% of Bulgarians cannot access free health care, Kazarov stresses, aiding that the major part of the uninsured are employed people between the age of 18 and 64. Half reside abroad most of the time, while 25% - 30% are in the shady economy sector.
"The most common reason for people to not pay health insurance dues is deep dissatisfaction with healthcare services as more and more of them realize health insurance in Bulgaria does not guarantee quality and/or free healthcare. This is a disastrous situation, which has been not so much a result of poverty, but rather of flawed healthcare policies," the doctor stresses.
