Bulgaria's government has adopted its first package of 24 measures aimed at reducing the regulatory burden.

According to the government's press office, the package contains two groups of measures, one of which includes initiatives proposed by NGOs, branch and employers' organizations, while the other one brings together activities paving the way for the introduction of comprehensive administrative service delivery at concrete administrative offices – the Bulgarian Food Safety Agency, the Executive Agency Maritime Administration, and municipalities.

The adoption of the proposed measures is to allow the administration to launch in November 2013 a total of 12 comprehensive services for which the customer fills out an application without needing to submit extra documents.

The result of the implementation of the first package of measures aimed at cutting red tape will be the abolition of four regimes, the reduction of deadlines under two regimes, the reduction of deadlines and fees under two regimes, the reduction of fees under one regime, the reduction of necessary paperwork under 14 regimes.

The fee for issuing a certificate for the (non)existence of debts to municipalities will be abolished. The respective certificates, issued by the National Revenue Agency (NRA), are also free of charge.

Registering a new entity in the Trade Register will be carried out within 24 hours instead of three days.

As regards services offered by the Registry Agency, the fees collected by the entity are to drop by at least 20%.

Meanwhile, the fines for commercial entities and sole traders which failed to submit annual financial reports increase, and a fixed fine amounting to a certain percentage of the turnover for the previous year is specified.

The issuance of permits for holding additional training for candidate drivers/drivers seeking to redeem points, and the issuance of permits for organizing theoretical and practical courses for candidate drivers, are united under one regulatory regime.
