Bulgaria's Supreme Judicial Council, VSS, reached stalemate Wednesday in its attempt to elect the Head of the Sofia City Appellate Prosecutor's Office.

None of the two candidates – Sofia Regional Prosecutor, Albena Vutova and Deputy Sofia City Prosecutor, Borislav Dzhambazov, managed to collect the required 13 votes.

Chief Prosecutor, Sotir Tsatsarov, surprised many by a strange statement that he was not going to voice any opinions to prevent being accused of having a favorite.

Vutova collected 10 votes, Dzhambazov only two.

The result came as a surprise as well, as Vutova was believed to have secured the post prior to the vote.

In presenting their strategies, Vutova promised to work to maintain continuity in the work of the Sofia Appellate Prosecutor's Office, which has been shaken by several scandals lately, while Dzhambazov declared he wanted change.

This was the latter's third attempt at the post. He failed to win the approval of VSS once again, despite being seen by the judiciary as a good prosecutor.

Dzhmabazov's name popped in the notorious recording leaked to media between former Prime Minister, Boyko Borisov, former Agriculture Minister, Miroslav Naydenov, and former Sofia City Prosecutor, Nikolay Kokinov, where the three could be heard discussing his sexual orientation.

The post of Head of the Sofia City Appellate Prosecutor's Office became vacant when Angel Iliev was dismissed after being exposed in not using the random principle in assigning the judges' panel in the notorious SAPARD case. Tsatsarov was the one to ask his resignation.
