Amendments to the Special Surveillance Act are to pass first reading in Bulgaria's Parliament on Thursday.

The legal changes have been initiated by Sergey Stanishev, leader of the Bulgarian Socialist Party (BSP), and a group of MPs, according to reports of the Bulgarian National Television (BNT).

The bill stipulates the spinoiff of the Specialized Operative and Technical Information Directorate of the Ministry of Interior into a separate agency at the Council of Ministers.

The new agency is to function as a legal person financed by the State budget.

The bill also proposes the reintroduction of the National Bureau for Control of Special Surveillance Equipment in a bid to stem wanton wiretapping, curb opportunities for criminal abuse of power and enhance efficient control.
