The leader of Bulgaria's far-right nationalists Ataka party, Volen Siderov, has arrived in the Parliament slightly after 8 am Wednesday morning, but kept the suspense by declining any comments for the media.

Nearly all of the 23 Ataka Members of the Parliament have also arrived for the Wednesday crucial vote on the new Cabinet proposal, which starts at 9 am.

The Cabinet proposal was made Monday by Plamen Oresharski, candidate for Prime Minister, nominated by the Bulgarian Socialist Party.

Bulgarian President Rosen Plevneliev issued a mandate to the Socialists, after the formerly-ruling center-right Citizens for European Development of Bulgaria, GERB party, leader and former PM Boyko Borisov returned the first mandate to the Head of State.

Although GERB narrowly won the May 12 early general elections and now have the largest political group in the Parliament, all other three parties in the house have stated they would not back a proposal by the former ruling party.

The third-largest political group, held by the liberal ethnic Turkish Movement for Rights and Freedoms, DPS, have committed to backing the Socialists' proposal.

Ataka, the fourth parliamentary party, have chosen to play the role of kingmaker, and wait until Wednesday morning before announcing their stance on the Cabinet bid.

With GERB having 97 MP seats out of 240, the Socialists - 84, the Movement - 36 and Ataka - 27, the situation might lead to a political stalemate.

This would be the case if Ataka chose not to register for Wednesday's vote, as the Socialists and Movement have only 120 MPs together, 1 short of the 121 required for quorum.

If there is a quorum of 121, half of these votes plus one will be sufficient to approve the Cabinet proposal.

The vote comes amidst a number of speculations what Siderov will do, such as register for the session in order to provide the quorum and then not voting or voting against.

Tuesday evening GERB announced they will be present at Wednesday's sitting, but will not register for the vote, thus jeopardizing the parliamentary quorum.

However, speaking for bTV Tuesday morning, GERB MP, Dimitar Glavchev, hinted they might wait to see what Ataka would do and may vote against as well, instead of not voting at all.

If the quorum, and subsequently, the vote flop, then President Plevneliev has a third mandate remaining, which he can hand out to one of the remaining parliamentary groups at his discretion - DPS or Ataka.

If the third mandate is also unsuccessful, Bulgaria will have to hold new early general elections.
