Former Bulgarian FinMin Plamen Oresharski vowed to bring Bulgaria's institutions back in order and revive the economy, if elected PM.
Monday Oresharski was officially presented as the Bulgarian Socialist Party's candidate for PM after May 12 early general elections.
Oresharski, Minister of Finance under PM Sergey Stanishev, 2005-9, is not a member of the party and is seen as an expert figure.
At his speech in front of the Bulgarian Socialist Party National council, he presented "program intentions" for his cabinet proposal, divided into 3 time horizons - 100 days, 1 year and the complete 4 year term.
"The overarching point in our policies is to implement a new model of interaction between the state and businesses and the state and citizens," said Oresharski.
"The first priority in front of Bulgaria's next cabinet is the bolstering of statehood," added he, making clear that he means this to also include the economy.
"We are under the threat of failing to absorb significant amounts of EU funds; we have to negotiate swiftly and wisely with the EU. Unemployment, which also grows threateningly, must also be tackled," said Oresharski.
He explained that if elected PM, his cabinet will take up a number of measures to ease conditions for doing business and stimulate enterpreneurship in Bulgaria.
Short-range measures also include easing of power bills for citizens, a review of medication prices, as well as larger state assistance for families of pupils.
"For businesses, there will be an immediate end to revenue agencies' practice of exerting undue pressure. There will also be a reduction of fees, especially for new companies," said Oresharski.
In particular, he reiterated his commitment to a swift repayment of overdue VAT to businesses.
"Urgent measures to be taken by cabinet also include a thorough review and revealing of the financial situation of the state," added he.
Oresharski also vowed to restore normal relations between Parliament and cabinet, in which the executive will be subjected to full parliamentary review.
Longer-term policies will be developed with the assistance of MPs working in committees devoted to the economy, said the PM candidate.
