UN Secretary General Ban Ki-moon has declared that the North Korea "crisis has gone too far" after the country announced plans to restart its main Yongbyon nuclear complex.
Speaking at a news conference during a visit to Andorra, Ban called for urgent talks with Pyongyang.
"Things must begin to calm down, there is no need for the DPRK [North Korea] to be on a collision course with the international community. Nuclear threats are not a game," he declared, as cited by the BBC.
The UN Secretary General said he was "convinced that no one intends to attack" North Korea.
Amid rising tensions on the Korean Peninsula, North Korea has announced it will reopen the Yongbyon reactor to boost its nuclear potential.
The move comes after late Monday the North Korean parliament passed a decision to pursue the development of nuclear weapons.
Tensions on the peninsula have come to a head, after the North performed a nuclear test in February, to see UN sanctions imposed, and joint South Korea - USA military drills performed.
