The specialized unit for countering abuse of EU funds at the Sofia City Prosecutor's Office has pressed charges against former Bulgarian Agriculture Minister Miroslav Naydenov.

The specialized unit for countering abuse of EU funds at the Sofia City Prosecutor's Office has pressed charges against former Bulgarian Agriculture Minister Miroslav Naydenov.

Naydenov has been imposed a bail of BGN 10 000, according to reports of the press office of the Sofia City Prosecutor's Office.

The pretrial proceedings into which he has been included as defendant were opened on November 9, 2009 against an unknown perpetrator for an offence under Art. 321, Para. 6 of the Penal Code.

Naydenov has been charged with bribe offering and malfeasance in office.

According to the Sofia City Prosecutor's Office, in October 2010 Naydenov promised a bribe of BGN 200 000 to Svetoslav Simeonov, Executive Director of State Fund Agriculture, asking him to sign the VAT refund payment orders for two companies, V.D.V 007 EOOD and Melkom EOOD, under a food distribution program for underprivileged people for 2010, which constiturtes an offence under Art. 304a of the Penal Code.

Apart from that, on November 2, 2010 in Sofia, Naydenov forced Simeonov, Executive Director of State Fund Agriculture, to do something against his will, namely to sign a tip-off prepared in advance to Malena Filipova, head of the Inspectorate at the Supreme Prosecutor's Office of Cassation, for threats and systemic pressure exerted on him by the former Executive Director of State Fund Agriculture, Kalina Ilieva, and by Krasimir Trenchev, prosecutor from the Sofia City Prosecutor's Office, through which Naydenov abused his powers as Agriculture Minister, which constitutes an offence under Art. 143, Para. 1 of the Penal Code.

Apart from that, in March 2010, taking advantage of his official capacity, then-Agriculture Minister Miroslav Naydenov secured an unlawful benefit for Yosif Novosad, manager and owner of Cheh – Yosif Novosad OOD. Novosad was guaranteed that he would win the public procurement deal opened by the State Fund Agriculture for supplying food products to people from disadvantaged groups in 2010, which constitutes an offence under Art. 283 of the Penal Code.
