The hearing of the candidates for Bulgaria's new Supreme Judicial Council, VSS, from the parliamentary quota is being held Tuesday.

It will begin at 10 am in the plenary hall of the Parliament's building in order to accommodate all in attendance.

The hearing of the 17 VSS candidates from the parliamentary quota will be aired live by the Bulgarian National Television, BNT, the Bulgarian National Radio, BNR, and on the site of the Parliament. The latter will provide simultaneous translation in English.

According to Standard daily, the President of the European Commission, Jose Manuel Barroso, and some Commissioners might follow at least part of the hearing procedure.

The hearing will be attended by Chief Prosecutor, Boris Velchev, the Chairmen of the Supreme Court of Cassations, the Supreme Administrative Court, and the Constitutional Court, Lazar Gruev, Georgi Kolev, and Evgeni Tanchev, the representative of the current VSS, Aneliya Mingova, the Chief Inspector of the Inspectorate at VSS, Ana Karaivanova, Justice Minister, Diana Kovacheva, and the Ombudsman, Konstantin Penchev.

All leaders of parliamentary represented parties, EU and US Ambassadors in Sofia, the Head of the European Commission's permanent representation in Bulgaria, Zinaida Zlatanova, the permanent EC representative for the Verification and Cooperation Mechanism, Yuri Tavanie, and NGOs have all been invited to attend the procedure.

All candidates who have submitted applications have been approved by the parliamentary Legal Affairs Committee. The hearing will be held in alphabetical order. Each candidate will be introduced by the Member of the Parliament, who has submitted his or her nomination. Then the candidates will have 10 minutes to present their professional biography and concept for work at VSS.

MPs from the Legal Committee will ask questions, including those submitted by NGOs and other organizations, and the candidates will have 3 minutes to answer them.

The Committee will prepare within 3 days a report on the hearing to be voted at a special Committee meeting. The report must be filed with the administration of the Parliament by September 14 2012.

The election of the new VSS is considered key for Bulgaria in the aftermath of several large-scale scandals in which the current one was entangled and the latest EC report on Bulgaria's five-year progress under the Cooperation and Verification Mechanism (CVM), highlighting the misguided policies of VSS, the inconsistent application of the principle of independence of the judiciary and the implementation of reforms under external pressure.
