Bulgarian Justice Minister Diana Kovacheva has announced that a new unit at the Supreme Judicial Council (VSS) Inspectorate will replace the European Court of Human Rights in Strasbourg as regards unreasonably delayed trials.

In a Thursday interview for the Bulgarian Telegraph Agency (BTA), Kovacheva specified that Bulgarian nationals would no longer have to resort to the Strasbourg-based court and wait for 5-10 years for proceedings to come to an end.

She explained that the cases would be reviewed within 6 months after a complaint to the Justice Minister and the VSS Inspectorate.

Kovacheva noted that the injured parties in cases of unreasonably delayed proceedings would be awarded a compensation similar to the compensations awarded in the EU, adding that the ECHR awarded damages of up to EUR 10 000.

Bulgaria's Justice Minister argued that the new mechanism would alleviate the workload of the Strasbourg-based court and would also provide faster compensations.

She said that the mechanism would be introduced after the adoption of the latest amendments to the Judiciary Act as an instrument to tackle slow justice.
