The Bulgarian government has widened the scope of work of the State Commission for Energy and Water Regulation (DKEVR) through amendments to the Ordinance on Licensing Energy Sector Activities in connection with the Energy from Renewable Sources Act and the auditing procedure introduced through changes to the Energy Act approved in 2011.

The amendments approved by the Council of Ministers allow DKEVR to approve power capacities to be connected to the transmission and distribution grids of sites for electricity production from renewable sources and to be audited.

The rules set out additional data and evidence which must be submitted when filing an application for changing and supplementing an already issued license.

The amendments introduce provisions obliging operators of transmission and distribution grids to prepare investment and overhaul programs for each year of the business plan.

The programs must provide for instruments for the development of the grids related to the integration of new capacities, the transmission and the distribution of electricity from renewable sources, as well as for the construction of the necessary grid interconnections.

Under the new provisions, the access to transmission and distribution grids by producers of energy from renewable sources shall be based on standard form contracts.
