An elderly woman from a residential district in the Bulgarian capital Sofia is ringing the municipal firm in charge of the stray dog population, "Ekoravnovesie" (i.e. Eco-balance).

A cheerful operator answers the phone.

"Please do something!! Packs of stray dogs are terrorizing our entire neighborhood!! They've started attacking and biting people all over the place!!" complained the elderly woman, who also wanted to mention her miserable monthly pension and the fact that she paid taxes nonetheless.

"That's alright, madam! Don't worry about that! We will send a team down there immediately, and will have those dogs castrated!"

"Young man, you're not hearing what I'm saying! The stray dogs are biting us, they are not raping us!"
