Ahmed Dogan, leader of the ethnic Turkish party, member of parliament and top non-attender of its sessions, made headlines on Tuesday after turning up at the National Assembly for the no confidence vote against the cabinet.

This was the first time that Dogan entered the building of Bulgaria's parliament since he swore in as MP at the start of the 41st National Assembly in the summer of 2009.

He was expected to appear minutes before the vote, but surprisingly came an hour earlier, using secondary entrances and was quick to hide from the media.

The ethnic Turkish leader was the first to put his signature under the reasoning for the vote of no confidence against Borisov government. Because of the turmoil that he triggered by his appearance, chairs around the table where the journalists usually sit ended up knocked down.

Ahmed Dogan, whose party Movement for Rights and Freedoms (MRF) was part of the previous Socialist-led ruling coalition and who has been a key player in the country's political life over the past decade, is known to be among the lawmakers playing truant most often.

During his previous term as MP he attended no more than ten parliamentary sessions over a period of four years.

The current parliament, which held its first session at the beginning of July 2009 with the centre-right GERB party making up 116 MPs in the 240-seat unicameral national assembly, vowed to put an end to the vicious job-skipping practice, but to no avail.

Members of Bulgarian parliament have always had the habit of going after their private business instead of working in the plenary hall and obviously have no intention to shake it off.
