Bulgaria: Bulgaria Govt to Face No-Confidence Vote despite Reshuffle The GERB government responds to threats of a no-confidence vote with a spate of resignations, according to BSP leader Sergey Stanishev. Photo by BGNES.

Left and right-wing opposition parties have made it clear they have not given up plans to demand a no-confidence vote against the government, despite the expected spate of cabinet reshuffles.

"The changes in the government have no impact on the Socialist Party's decision to initiate a no-confidence vote because Prime Minister Boyko Borisov should be held personally accountable for the obvious failures in the cabinet", Socialist leader and former Prime Minister Sergey Stanishev commented on Wednesday.

His statement came minutes after it emerged that Bulgaria's transport minister Alexander Tsvetkov and Bulgaria's deputy minister of Economy, Energy and Tourism Mariy Kossev have submitted their resignations.

Stanishev forecast that the next ministers to go overboard will be Traycho Traykov (Economy, Energy and Tourism), Miroslav Naydenov (Agriculture and Food) and Nona Karadzhova (Environment and Water).

According to Sergey Stanishev, each threat of the socialist party that it will initiate a no-confidence motion results in a spate of resignations. As an example he cited Health Minister Anna-Maria Borisova, who was removed by Prime Minister Borisov in the fall of 2010.

Stanishev termed the resignation of Transport Minister Alexander Tsvetkov "a good omen".

According to BSP, the move comes as no surprise and has been triggered by lobbyist collisions within GERB and clashing economic interests of allies of the ruling party.

Stanishev refused to disclose concrete names of conflicting sides, saying that the points of contention are "rivalry over the construction of the Plovdiv- Burgas railway line, the forthcoming tender for the Plovdiv-Svilengrad rail link, and the Sofia Airport concession ".

In his words, the opposition parliamentary groups have been notified of the pending procedure and the official consultations will start next week.

The leftist leader specified that two separate no-confidence motions could be opened on two different counts.

In the meantime, Blue Coalition MPs informed that they could initiate a no-confidence vote against the Borisov Cabinet over a number of issues, including Belene NPP, the agricultural policy and the internal security policy.

The right wing formation commented that it could start such a procedure in each of the four months until the elections.

Yane Yanev, leader of the conservative Order, Law and Justice, RZS, party, said that he would support a no-confidence vote only if there were guarantees that the parliamentary majority would be overturned. In his words, anything short of that would be a farce and a "storm in a teacup".

According to Yanev GERB is preparing Cabinet reshuffles in the wake of the presidential elections and a no-confidence motion could only stabilize the government.
