A recently leaked diplomatic cable from the US embassy in Sofia has offered a balanced commentary of Bulgarian PM Boyko Borisov's cabinet 6 months into its formation.
The cable, authored by US embassy employee Susan Sutton and dated January 2010, lauds the cabinet for its efforts in finance and organized crime, but points out significant drawbacks in terms of human resources.
The diplomatic assesment also commends Borisov's staunch trans-Atlantic committment, while remarking that in the field of energy he has remained susceptible to Russian interests.
While the analysis points out that the Borisov's GERB government has shown "political will to bring real change," it finds its "Achilles' heel in the lack of an experienced cadre."
In terms of an assessment of domestic politics in Bulgaria beginning of 2010, the Wikileaks cable comments on the weakness of major opposition parties, the Bulgarian Socialist Party and the Movement for Rights and Freedoms, the ethnic Turkish party DPS.
It characterizes the choice of Borisov to form a minority cabinet as "a stroke of genius" given the situation.
The analysis also pinpoints that Bulgarian President Georgi Parvanov might be the figure to step in and fill the emerging political void.
