The Bulgarian Black Sea city of Burgas is facing an unprecedented partial vote to elect a Member of the Parliament, according to parliamentary legal experts.

The vote could be imposed over the decision of the Minister without Portfolio for Bulgarians Abroad, Bozhidar Dimitrov, to not return to the Parliament after Prime Minister, Boyko Borisov, signed his resignation.

The law postulates the Member of the Parliament slot must be kept for those who have been nominated as ministers. The slot is taken by the next person on the ballot, but if a minister is released beyond the expiration of the term, he or she can return to the Parliament.

In Dimitrov's case, however, a partial vote must be held, again according to the legislation.

Burgas then will have to elect a new majority candidate, but it remains unclear if such vote will be scheduled since the MPs are in the process of passing a brand new Election Bill, according to which majority candidates are eliminated.

Formally, Dimitrov is still a minister since he must be released by the Parliament.

If the Election Bill is passed swiftly, the vote will not be held, experts explain.
