The Supreme Administrative Court will start proceedings on the appeal of its acquittal of ethnic Turkish political leader Ahmed Dogan on January 27, 2011.

Dogan, the leader of Bulgaria's Movement for Rights and Freedoms, was tried for conflict of interest for an exceedingly large fee (some EUR 1 M) he received for consultancy work for the Tsankov Kamak dam project. Dogan holds a philosophy degree and has no qualifications in civil engineering.

That the Supreme Administrative Court did not find grounds that Dogan acted in conflict of interest is a wholly different matter. October 18 the Court acquitted the liberal leader of all charges filed against him.

The plaintiffs from the Committee on the Prevention of Conflicts of Interests at the Bulgarian Parliament, coming from the GERB ruling party, vowed to appeal the decision.
