The Bulgarian Parliament is voting Thursday to elect the country's new Ombudsman after the term of the current one, Ginyo Ganev, expired in April.

The vote is secret.

The ruling, center-right Citizens for European Development of Bulgaria (GERB) party already nominated for the post the Chair of the Supreme Administrative Court, Konstantin Penchev. His nomination received the support of the right-wing Blue Coalition, which already makes him the most likely winning bid.

Sabrie Sapundzhieva, a long-time member of Bulgaria's Central Election Commission is the nomination of the ethnic Turkish Movement for Rights and Freedoms (DPS).

The other major opposition fraction, the Bulgarian Socialist Party (BSP) initially considered nominating Ganev for a second term, but he, himself, declined disappointed from the lack of larger political support.

GERB has been delaying the vote since April. Analysts say it is due to fact they wanted to wait until next spring when Penchev's term as Court Chair expires.

The law mandates Penchev to resign from the Court position and submit the resignation with the Supreme Judicial Council (VSS). VSS sends the resignation to the President, who must issue a decree for the Court Chair's release from duties. VSS then has 7 days to launch a procedure to elect a new Chair. The nominations must be made by no less than one fifth of the VSS members and the Justice Minister. The candidate, who receives more than two thirds of the VSS secret vote, would be appointed as new Chair of the Supreme Administrative Court.
