Are the Bulgarian Traffic Police Corrupt?

A Bulgarian traffic policeman pulls over a car, clearly hoping to make some extra pocket money (i.e. the way Bulgarian traffic policemen make it).

However, he is unpleasantly surprised to find no violations whatsoever for which he can demand a fine (read: a bribe).

He even finds out that all five people in the car are wearing their seat belts tightly fastened.

The cop has no choice but to let the car go - but only after exclaiming sarcastically:

"Damn you people, and shame on you! You are ready to choke on those safety belts just in order to save 10 bucks!"
