Bulgaria’s new Education Minister, Sergey Ignatov, declared Thursday that the measures he was putting forth were aimed at finally creating a competitive environment for the universities in the country.

Ignatov said the new Higher Education Act, which has been tabled to Parliament, had been designed to create competition between the universities and the institutes of the Bulgarian Academy of Sciences.

The Minister took part in a public discussion on the higher education Thursday. He made it clear that the scientific degrees in Bulgaria needed to be reformed, and the currently existing system was terribly out of date.
