Based on the Interim Monitoring Report of the European Commission, what is the best description of Bulgaria’s justice and home affairs reform?
Bulgaria has been getting the same criticism since 2007 which means hardly any progress save for a few chaotic measures.

Bulgaria has made tangible progress since it joined the EU 5 years ago.

Bulgaria’s justice and home affairs situation is actually worsening since its state and society have been failing to make progress for so long.
